Not sure which species of willow this is. Could it be Coastal Willow? Hard to tell when the leaves aren't out yet.

Bracts shorter than sepals would make this Potentilla bipinnatifida. Known in Saskatchewan as Plains cinquefoil.
Green and red leaves and has many stems.
