Lots of these crawling around outside and on the exterior of my house. Avg size is only about 1/8 of an inch.

Found a few of these in my raised vegetable bed, probably 2-6 inches down. It’s about an inch in length. What are the crawling and flying stages of this insect? Is it a vegetable eater?
