It looks rather like Carex arctata with the long arching spikes and deep rich rosettes but note the absence of red pigmentation at the base (see photo 3) and the fairly dense population (photo 2). @wdvanhem, @wjcrins, @brian_ford, @michael_oldham, @steveinat1 what do you think?

@michael_oldham, @wdvanhem This unusual brome grass has similar dimensions to Bromus inermis. However, it has distinct awns on the lemmas, and long hairs on leaves (at least the margins). The lemmas are scabrous but have no hairs. The growth habit is short-to-medium rhizomatous, but not massively turf-forming like Bromus inermis which was also growing in the same area.
